Yes people still play.

Install Renegade.
Install scripts 4.x http://www.tiberiantechnologies.org/downloads download the client
Download RenList the client most commonly used to join a game http://www.renegadeforums.com/index.php?t=getfile&id=15036& or use wol/xwis

If you need any help I will go into more detail.
