Its obvious that it is hard to get a large group of people to show on a given weekend most people have jobs, family, and a social life that comes first (i hope). So when the TT Patch/Scripts 4.0 comes out and cheating has been reduced or eliminated I think it would be a good idea to use the communities to start up Clanwars.CC again.
Communities could act as clans or have multiple clans within a community. I suggest communities not to try this until the patch comes out because most will probably be disappointed by the numbers of players, lack of games, etc
