The problem is, the Scud Launcher is the Renegade SSM.

If the Mammoth Tank missiles were upgraded, the SSM Launcher might serve as a comparable long range anti-infantry weapon for Nod. It did have napalm missiles in Tiberian Dawn, and was more useful against infantry than anything else.
