I think I remember reading that the remaining human population and the GDI forces moved out to sea to escape the tiberian. But the tiberian adapted to live on and in the water, so the GDI is kinda on the run.

Than what is GDI's space station for? They wouldn't need to go under water or whatever if they have a freaking huge space station that they can live in.
