yes they beef up their patrol at night and your right we do need to smarten up.

Emphasis on the if. Fear of immediate consequences deters crime. The police do not and cannot offer immediate consequences.
*edit: Traffic stops are just bad news. I'd love to see an increase in the amount of time officers spend training on night stops. Officers should also be required to double up at night. Yes, that reduces the number of units available for enforcement, but it's a hell of a lot safer than sending them out alone. I'd sooner see fewer fatalities than an increase in the number of people nailed for speeding or any other violation.
