if you want some snipe skill's, start from a 500, And play a few snipe server's, Just keep at it.

Actually I'd advice you to keep playing in SMALLER servers. You'll be able to become better on 1v1 or 1v2 battles in stead of keep getting wasted because there's 1500 other players swarming around you.
