probably from hud.ini, I'm not sure. Look on hud.ini's documentation, requires TT.

You want WeaponChartColor and WeaponChartEmptyColor in hud.ini

There is a bit on http://www.danpaul88.co.uk/ttdocs/page_hudini.html but it's nowhere near complete at this time, I've been adding to it and other documentation now and then but it's a mammoth task.
