It doesn't really need to be lowered any... It should take more than 60 seconds to go back to the forum page, find the next thread that has a new reply to that you want to read, read through the new replies, load the reply page, type the reply, and wait for it to submit it.
I've only encountered the "cannot post due to flood rules" message once.
