After just 2 days of getting the program it messes up

I go to FNFALL's site and click on the #gz0ne4 tab
Then it loads mIRC and i select the appropriate stuff then it starts connecting

After 40 secs it says "* Unable to connect to server (Connection refused)"

What's wrong with it!>? Dont Get It
