Also, your tracking software won't work on some ip's.
For an example, you can track me back to my country and my ISP. BUT my ISP runs a "private policy" so to say. The agreement we signed allows them to give my private information ONLY to officials in MY GOVERNMENT if i am accused of crime, according to my country laws.

My country's laws don't list Ddos attacks as a crime.

I don't have an official document to back my claims, since it's in a language that you won't understand.
I can only confirm that i have checked such possibilities with my attorney.

Out of all of the countries in the world, a small country such as mine runs such a policy, you can imagine how many run it as well.
