		when hosing a game that you want to play uncheck the "Dedicated server" box. 
 
As for commands on a normal server the only ones you would normally use are listed if you hit: 
 
"~" !Help 
 
/|\ i think thats right, but not sure. If not it will say what the actual command it.

		/page <name> <message> - paging someone outside of a game, while you are in. 
/join <name> joins that user if they are ingame or in chat. 
/r <msg> replies to the last person that paged you. 
/locate <nick> finds that person. 
/invite <nick> invites nickname. 
/<nick> <msg> pm's someone ingame. 
/kick <nick> kicks a nickname from ingame if you are host. 
f8 - allow <nick> allows the nickname 
those are really the basic things you would need to run a non fds server
