Finding a 16 player server for $15-$20 a month wont be very easy. Most sites charge around 30-40 for that.
I would suggest to find a webhosting company that doesn't sell dedicated servers and see if you can rent out a portion of there servers. Websites don't really affect servers usage at all really so most of the time webhosting servers remain at low usage.

if you wanted to get REALLY technical it would be 21.3103 USD.
You would be able to get it cheaper just by renting some space from a webhosting company. They would sell it for less since its just extra money thats going into their pocket.
