I'm sorry. This idea seems very well intentioned but is akin to laying out plans for a trainwreck into a hospital.

You see, there are the little things that everyone disagrees on. That's why there are so many servers. Some want total power over their server, some want certain game rules, some want certain game mods, etc. If someone wants to use their own money to rent an empty server, let them.

Your reasoning with the Official APB server isn't very good; it's not that everyone is unified and have only the one server to rule them all, it's as cheesesoda said; the APB community isn't so large that it really needs any more servers than there are now, not to mention no one other than oxi (MP-Gaming head) and Coolair (stopped hosting the official server before oxi filled in with his own server) has been interested in hosting a dedicated APB server. That's also not to mention how discouraged a potential server owner would be seeing the Official APB server is with its fancy stats and whatnot.

So, it's a good idea, but it's not going to happen one way or the other.
