On my brothers computer when he starts it up everythings is going normal until it geta to the windows start-up screen it just restarts. Could this because of a virus?

his specs:

p3 700 mhz

512 mb ram

windows 2000

16 mb vodoo card

Commander

If that Voodoo card is the PCI 3000 range then it won't work with 2000/XP.

I had it in an old Celeron 500 that had no AGP port. During loading, the boot screen would appear then it would freeze but the computer kept loading and then stopped. There is no way around it, not even driver updates. You'll have to get another graphics card.
