Okay, so apparently this issue wasn't just me. When I'm playing in non-4.0 servers, the players that are moving seem more "skippy", like they aren't smooth. Their movements seem choppy as if I was playing in TmX.

I went in Jelly Marathon (non4.0) and it was choppy. It's still playable, like, it doesn't cause me to lag, but the players jump movements and such seem laggy and choppy.

I played in Atomix Sniper and MPF New Maps and it doesn't give me that problem, and it's 4.0 server.

I'll try and fraps it tomorrow night. It's not extremely bad, but it's noticeable. It does get worse with higher playercounts, though.

I'd assume the character was spawned slightly in the ground client side, that's usually what causes that falling animation loop to happen while they move around normal.
