It is working now, XWIS is working too. Other people also had issues with the website.

XWIS and tiberiantechnologies.org down at the same time? That makes it very likely to be a local issue on your end, because the two services (and the servers they run on) are not related at all.

Multiple Renegade server were offline too (st0rm and Jelly) and at least two other people also had issues with the game's launcher.
