Network bans should in my opinion only be given for things that involve more than one channel. If it does involves one channel one can easily ban the person from just the channel.
The part that disturbs me the most was that it was a network BAN, I mean a kick is a lot less invasive than a ban, and would've probably get the message through anyway.

I'm just saying that it was a channel issue and a channel ban would have done the job. But whatever its ur network I'm just expressing my opinion.
