I know how to PM someone in the same game, but what about servers?

If you want that to work, you'll have to both be on XWIS. If you are, you can /page name message. If not, you'll have to page them from the other server's IRC network (you'd have to alt-tab out of the game) or use a third-party service like Xfire.

XWIS replaced Westwood OnLine, though you won't notice any visible difference. If you log in through that option, rather than gamespy, renegade resurrection, or direct connect, you'll be able to use /page if your friend does as well.
