Some ISPs here do it, some don't. My ISP does not cap download speed.

We did it!

Time Warner agreed to "back down" from internet capping, but seeing from what they're saying, they can follow through with this plan at any time. Just not now.

Wow, I'm not sure who's in charge of PR for Time Warner's Internet division, but they're retarded for even mentioning something like that.

It'll only invite the competitors to advertise that they aren't dicktrees to customers.
