I Guess its my drivers but when I load into safe mode (now im stuck in here) or at any low res this is what happens

Is that just when you boot into safe mode because if I didn't know any better I would say that looks like a damaged LCD Screen, if it only happens it Safe mode it's possible it could be a bad install of Windows.

PS. Reduce the size of the image, it's too big.

srry about size just got it off my phone and uploaded it and didnt even wait for it to load before i saw it

but it does that everytime its in a low res, and safe mode is low res but stuck since i cant get out of safemode since i cant see anything
