My definition = Hiding around a corner, using 3rd person so any unspecting opponent approaching cant see you but you can see him. Then popping out, shooting him, then poppping back behind the wall.
Sometimes when people have a high ping, over 200, this can lead to cheating accusations because you get headshot before (as it seems) you actually see your opponent, taking in mind that 200ms is 0.2 seconds. The time window when a hugger emerges to take his shot is usually that split second.

I thought it was walking along, slightly into a wall, and on the opponents screen you seems to get stuck, but lag further along, making a "laggy" effect.
We should just remove all weapons and vehicles from the game, people hurt themselves too often, and many prefer to spam the !km command rather than commit homicide.

I don't think this is impossible to moderate. IronWarrior already stated that he kicks for it in any server he moderates.
I'd put the moderating down to kicking repeat offenders a.k.a. the 'extreme' huggers everybody hates. By that I mean the people who wall hug deliberately because they KNOW about the issues with lag which makes it almost impossible to hit the wall hugger back. I call the tactic an exploit. The only people that are hiding behind the 'it's part of the game' philosophy are the huggers themselves.
