They might be video game characters, but they are japanese, and the main japanese art style is anime, so its not that weird that they look animeish.

Most games have animated characters. Not characters from movies or shows, but the characters are really animated.. they just move around. So... anime.
I don't think i ever heard people say that it is anime, but never heard people say that it isn't. Nobody just really thinks about it.
