You must first go in the brenbot directory before running it in the DOS prompt.
So first cd c:\blabla\brenbot
Then run brenbot.exe

Looks like your firewall is blocking the ports BRenBot uses to communicate with the RenGuard master servers. Either that or your IP has been banned from the RG master servers (Not even sure if they have a banning system, just theorising here)
Oh, and when you use cd/shortcut to go to the folder you can just type brenbot, no need to enter the full path again
