The building bar debate is a load of bollocks. They shouldn't be blocked from 4.0 because a small minority of the community whine about them.

They are not blocked specifically, they just don't work with 4.0 and coding in support for them would open the door for cheats and require significantly more development and testing time. Hence 4.0 doesn't support them.
