Download WinRAR to open rar files and extract the contents to your renegade data folder.

zip wizard
winrar (best)
7Zip

which opens .zip .rar and others

those pretty much is a file that has files compressed inside of it (think of a lock box filled with your stuff)

you extract it (as in taking it out) to anywhere you want (does not move the files just makes a copy to where ever you extract it to)
then place those files you extracted into your data folder

What program you use really only matters if you have a need to compress stuff to great degrees. For extracting you can use anything.
