That is most probably a XWIS limitation. I don't think we can fix it since buddies are stored by XWIS. Although I have to admit that I did not really look into it.

Wrong. The max amount of buddies has always been very small, even back during Westwood Online.

I have just looked at it and it definitely is a XWIS limit. I guess they simply copied the low limit WOL used.
