Actually, its not a scam/Joke, One of my friends has this pack(most of what the eBay seller is saying is true), i think you had to have a buddy that works for EA/WW to get one.

I believe this is one of the few questions I can answer about Generals.
On the Westwood website, you see Generals as one of your options. Click on it, and it takes you to the official site. On the lower-left hand corner, you see a fading sign, indicating the Officers Club.
This is a small segment from the archived news on Generals:

Obviously, some fool is simply selling the Officers Pack that the very first people who pre-ordered the game can receive. I don't really have much info on this club, but at least it clears the mystery on what it is.
