Off the top of my head:

1. Mainly, Intimate knowledge of the game engine and server functions
2. Understanding of how current cheats work
3. Ability to recognize flaws in the game engine or protocols that can be potentially exploited by future cheats
4. Programming skills of some kind, preferably C++ and x86 ASM
5. Time, lots and lots of time, for development, testing, etc.

Did you guys actually look at it? I suspect its his own site, because it looks like it was just recently made.. It doesn't even have Renegade cheats on there, don't jump to conclusions. Actually, it doesn't even have any cheats at all on there.. lol

It has game cheats/hacks on it, whether they are for renegade or not does not matter, it clearly shows he is willing to support hacking and cheating in online multiplayer games.
