That is an unconditional format.

And if I recall it is format c: /u

Formating you HD depends if you are installing XP or a WIN9x. And if the new operating system is comming from a full install disk or an upgrade.
If it is WIN XP or 2000 full install disk, it will partition and format the HD for you. If it is just an upgrade, you will need a WIN98 boot disk and you need to run fdisk before formating.
